David has over 25 years’ experience as a commercial lawyer, Trustee and Director. As a Pukeroa Oruawhata Trustee he has provided valuable experience in law, governance, investments and strategy. David was appointed Chairman of the Trust and companies in February 2024.

David’s Directorships include Lotto NZ (2016 – current), The Public Trust (2013 to November 2015) Chairman – Governance and Remuneration, Te Puia NZMACI (2015 – current), Ngāti Ruanui Group (2008 to 2010) Chairman – Ngāti Ruanui Group Management Ltd, Te Arawa Management Limited (3 years – 2006 to 2008) as Chairman. David also worked for Fletcher Challenge Canada (Vancouver and Victoria) in the in-house legal team and was seconded to the New Zealand Securities Commission.

Tina was born and raised in Koutu, Rotorua and has 4 children and 10 mokopuna. She enjoys travel, gardening, technology and is an avid reader.

Pukeroa Oruawhata Trust and the Group is one of the leading trusts for Ngāti Whakaue and contributes significantly each year to the shareholders and to those who affiliate to the six koromatua. Ensuring that the Group continues to grow whilst remaining resilient and sustainable with best practice Governance and Management is the area that Tina is particularly focused on.

She holds an MBA (with distinction) through Waikato University and a Post Graduate Diploma in Business – Maori Development from Auckland University. She has held several senior positions in Government and currently sits on a number of other Trust Boards in order to contribute to her Iwi and community, these include:

• Chair of the Hauora, Manaaki Ora Trust (Hauora)
• Trustee of Te Taumata o Ngāti Whakaue Iho Ake Trust (Education and Housing)
• Maori Trusts: Onuku Maori Lands Trust and Pukaingataru B12 Trust
• Other: Deputy Chairperson of Arawa Arataua (Maori Primary sector group. Member – Bay of Connections Leadership Group and ToiEDA for the Eastern Bay of Plenty.

She is very concerned about Maori inequalities in health, education and the justice system and is a vocal advocate for Maori and other vulnerable people in the community. She is also involved in the development of Maori freehold land through her current role with Te Puni Kokiri.

Sindu is the youngest of his 5 siblings from Jacko (Desmond) and Bib (Julie – nee Woods) and the proud husband of Carolyne Hall and father to Sean.

Sindu brings 30 years’ experience in the commercial and residential construction industry. He has held a senior management position for over 20 years with the United Industries Group of companies.

Sindu brings his expertise and in-depth experience to the Pukeroa organisation to ensure any developments are delivered successfully and that they provide sustainable wealth and benefits for the owners and Rotorua community.

Jeanna has been with the Pukeroa Oruawhata organisation since 2017 – first through the trustee training programme, then appointed as a Director and/or observer on Pukeroa Lakefront Holdings Ltd, now elected as a Trustee in 2023.

Jeanna is the commercial manager for Poutama Trust, managing the trust’s finances and investments, as well as delivering advice to Māori businesses nationally. For 20 years, she and her husband Jim owned their own business, the NZ Sports Academy. She currently serves as a trustee for both the Manaaki ora Trust and the Wera Aotearoa Charitable Trust. Additionally, is a member of the BOP/Waikato Regional Advisory Committee for the NZ Community Trust.

I was honoured to be elected as a Trustee of the Pukeroa Oruawhata Trust in 2024. As the Founder and CEO of One Foundation, I have worked alongside many organisations to support community initiatives and drive commercial growth.

I hold qualifications in Commerce, an MBA, and Chartered Accountancy.

I am guided by principles, and experience each day how our collective efforts contribute to the strength and success of our whānau, hapū, and iwi. When you start your day driving state highway 33 from Maketu to Rotorua, every corner, every bend, is a connection to our whenua, our awa , our history, and our people.

Mauri Ora

Being Rotorua born and bred, it was only natural for me to find a way to contribute to my iwi tupu using skills that I have acquired over time. I have a passion for my people, Te Reo Māori me ōna tikanga, kaupapa Māori development, business, education, science and the media industry. I hold a number of leadership roles which require well-honed people skills, effective communication, well-informed decision making, vision and sound financial management.

I was first elected in 2018, completed a five-year term and lost the election to another of our whanaunga, Jeanna Love in 2023. With the retirement of Malcolm Short and Monty Morrison, I again put myself forward for one of the vacant positions and was successful. Having missed only 1 year of involvement with the Trust and companies, I believe I can continue to contribute my skills and knowledge to assist in the attainment of the aspirations and vision of us all.

Although I have achieved many things at a local, regional, national and international level, my highest achievement is being married to my wife Teri, and being father to our children, Daniel and Isaac.

Mark joined the Pukeroa team October 2021. He is an experienced Chief Executive and leader with a demonstrated history of performance in working within the property, aviation and agricultural sectors.

In recent years Mark has held roles as Chief Executive Rotorua Airport, a Director of NZ Airports Association and General Manager Global Property for Fonterra.

Outside work, Mark is a keen fly fisherman and holds an interest in mountain biking and masters rowing.

Kim joined the Pukeroa team in July 2022. She has extensive experience working with Māori organisations ensuring accounting compliance along with the implementation of efficient systems and procedures. Prior to joining us Kim was a manager at Deloitte. She brings a strong financial background to support the finance team while focusing in on large capital projects such as the construction of Wai Ariki Hot Springs & Spa and the future strategic growth of the organisation.

Te Arawa waka, Ngāti Whakaue, Ngāti Pikiao

Helen joined the team in 2017 and provides support in all areas of office administration as well as to the Chief Executive and the Board.

Helen is actively involved on a number of land trusts and community groups bringing her knowledge and understanding of the complexities of Maori Land and governance to the team.

Paul joined the Pukeroa team in 2024 as the group Property Manager.

Born and raised in Rotorua, Paul combines his deep local knowledge with a strong property background to effectively support the property team and contribute to the Trust’s growth and development.

Outside of work, Paul is a passionate mountain biker and golfer, enjoying the outdoors and Rotorua’s world-class trails and courses.

In 2024 we welcomed Matt to the team to manage the H & S of our extensive and varied portfolio of assets, governance and management team.

Matt is a Subject Matter Expert in high-risk work environments. He aligns safety practices with best-practice guidelines, standards, and regulations, and has extensive experience in training and assessing workers against H&S and NZQA standards. By conducting audits, reviewing incidents, and implementing corrective actions, he maintains workplace safety in close consultation with teams—fostering a culture of excellence at the workface. He also formalises decisions on overlapping safety duties, supports mental health and overall wellness, leverages his technical knowledge to inform risk assessments, and provides guidance rooted in legislative and regulatory requirements. Recognised for his thoroughness and passion, Matt is committed to protecting people, ensuring compliance, and building a proactive and inclusive safety culture.

Ngāti Whakaue, NgāPuhi

Lee joined the Pukeroa Oruawhata team in January 2023. He has over 15 years Property Management experience and has worked in the Public and Private sector both in NZ and overseas. Born and raised in Auckland to Tama Allen, son of koro Greg Allen. Lee spent many great times during his youth at the Allen whanau homestead in Ohinemutu. Lee resides in Rotorua with his partner and two children. We are pleased to welcome him home to Ngāti Whakaue. For Property Management & Facilities business Lee can be contacted on 027 2060 597.

Elito joined the team in October 2023 originally in the Accounts Payable function and now sits in the Accounts Receivable role. Elito is of Filipino descent and migrated to New Zealand in September 2018 together with his wife and daughter. Having worked in accounting positions for PF Olsen and Deloitte, Elito is a great asset to the team.

Adrian joined the team in April 2025 undertaking the busy Accounts Payable function. Adrian’s formative years were spent in Papua New Guinea, his middle and high school years in Australia, before settling back home in New Zealand where he obtained a Commerce degree, majoring in Accounting and Commercial Law, from the University of Auckland. Adrian brings to the team a wealth of experience in manufacturing and services-based accounting with an emphasis on analysis and the continuous optimisation of efficiencies.
